Casting a manifold is not a DIY casting project. The amount of metal involved makes it very dangerous for someone that doesn't know what they are doing.
You can't really make a new casting tooling by making molds off the old one because of shrinkage involved. There are hack ways to do it but in modern times this isn't the way to do it.
If you want to make a manifold the first thing you MUST do is get your self a look at some existing manifold tooling so you know what you are getting into.
The only reasonable way to make a manifold today is to model what you want in 3D CAD. The designer has to know about design for foundry tooling and should be capable of designing all of the foundry tooling, if they are learning as they go along, you will just waste time.
